China Public Security Strengthen Cooperation In Police Law Enforcement Along The Southwest Border With Myanmar (Burma) – This Time Capture 1207 Suspects
Police in China and Myanmar detain an additional 1207 in a cyber scam crackdown in a joint operation that brings down 11 criminal call center bases in northern Myanmar in one of the biggest stings of cybercrime gangs in this Southeast Asian country. It is the latest in Beijing’s efforts to root out fraudsters who frequently target Chinese nationals

On September 6, the United Wa State Party, the political arm of one of the most powerful ethnic resistance armies in Myanmar, handed over to China 1,207 Chinese online scammers for extradition back to China (Eleven Media Group, September 9; Global Times, September 9).
This was the latest act in a long-running saga of transnational criminal activity, including human and drug trafficking, cyber and financial scams, illegal gambling, and natural resource and gem smuggling, which has increased dramatically in those parts of Myanmar that border China and Thailand over the past two years (Interpol, June 7). Much of the rise has been due to the ineffective and corrupt rule by the Tatmadaw — the junta that has been attempting to govern the country since it staged a coup in February 2021. The military regime’s lack of consolidated control has enabled large-scale illegal enterprises tied to Chinese criminal agencyizations to flourish. Often, Chinese citizens are the targeted victims. However, Beijing’s renewed desire to stem the tide of criminality has less to do with the plight of its victimized citizens, and more to do with the country’s wider strategic interests.

In view of the current severe and complex situation of telecommunications network fraud crimes involving China in northern Myanmar, the Chinese Ministry of Public Security has deployed public security services again in Yunnan and other places to continue to promote crackdown actions and effectively safeguard the safety of people’s lives and property. Recently, the China Pu’er public security agency in Yunnan actively carried out border police cooperation with relevant local law enforcement departments in Myanmar, and 1207 suspects involved in fraud in northern Myanmar were successfully handed over to us, including 269 online fugitives, which is another major achievement in the crackdown operation after the arrest of 1207 suspects involved in fraud in northern Myanmar in the early stage.
On September 9, the Xishuangbanna public security services and relevant local law enforcement departments in Myanmar carried out a joint operation and successfully arrested a number of criminal suspects, and the first victory of the crackdown operation was successful. In order to extend the depth and breadth of the crackdown, the Ministry of Public Security has deployed public security agencies in Yunnan and other places to continuously increase their work and comprehensively adopt a variety of measures to advance the crackdown in depth. Recently, under the command and deployment of the Ministry of Public Security and the Chinese Yunnan Provincial Public Security Department, the Pu’er public security agencies have actively carried out border police cooperation with relevant local law enforcement departments in Myanmar and promptly informed them of fraud dens and personnel clues. On September 3, the relevant local law enforcement departments in Myanmar launched an arrest operation, focusing on handing over to our side 9,6 suspects involved in fraud, as well as a large number of crime tools such as computers, mobile phones, mobile phone cards, and bank cards.
At present, the public security agencies are conducting a review and investigation of the criminal suspects handed over to us in accordance with the law, and the public security agencies will thoroughly investigate all the criminal facts and severely punish those suspected of fraud, illegally crossing the national (border) border and other violations and crimes in accordance with the law; The public security agencies will seriously organize an investigation of those whose families report to the police and report that they have been in distress, and if they are found to have been illegally detained abroad, they will urge the law enforcement departments of relevant countries and regions to severely punish criminals and resolutely protect the personal safety and lawful rights and interests of our citizens.
The relevant responsible person for the China Ministry of Public Security said that foreign countries are not places outside the law, crimes will be severely punished, and the public security agencies will adhere to the people-centered approach, further strengthening border police law enforcement cooperation, continue to organize and carry out actions to crack down on telecommunications network fraud crimes involving China in northern Myanmar and continue to clear up fraud dens, arrest people involved in fraud according to law, and resolutely curb the high incidence of such crimes.
